・HAVE NOT received "Special Cash Payment for Households Exempt from Resident Tax" yet

・Have been living in Sapporo before December 10, 2021

・Have residence registration in Sapporo as of June 1, 2022 and all the members of household are tax-exempt or receiving welfare benefits
